		<description>It seems to me that point 2 under &quot;Challenge&quot; is in error. THIS procedural matter is MOST substantive.

I&#039;ve heard many words of praise, for Iowa&#039;s redistricting process.

It would be interesting, to look at Gov. Schwarznegger&#039;s proposal, and the circumstances involvved in its rejection by the electorate.

The 5-judge panel appointed by Chief Justice Blatz conducted very thorough and dignified hearings leading up to their redistricting decisions, and, on the whole, I think did a pretty good job with the Congressional Districts in Minnesota.

On the opposite end of that spectrum, it appalls and astonishes me, that the Mpls. City Council was determined, and permitted, to DELAY redistricting into the 4th year past the census.</description>
